This publication is the result of academic cooperation carried out within
the framework of the Association of Ibero-American Defense Colleges (ACDIA),
whose yearly activities include the proposal and development of a publication
on a topic of common interest. This book was presented on the occasion of the
21st Conference of ACDIA Directors, organized by the National Defense Institute
(IDN) of Portugal on 13-15 October 2020.
