Seminar "The Extension of the Continental Shelf"
22 january 2019

On January 22, 2019, in the main auditorium of the National Defense Institute, with a videoconference transmission to the Autonomous Region of Madeira, to the University of Coimbra and to the IDN Regional Delegation in Oporto, the Seminar "The Extension of the Continental Shelf " was held. The Seminar included a main conference, a panel and two debate periods. The keynote speech, entitled "The Project of Portugal", was delivered by Professor Manuel Pinto de Abreu; the panel, with the theme "To fulfill Portugal in the Sea", had, as lecturers, Professor António Costa Silva, Professor Doctor Valente de Oliveira and Engineer Carlos Mineiro Aires and was chaired by Dr. Manuel Meneses. The seminar was attended by teachers and students from Luís de Freitas Branco High School, in Paço de Arcos.

Course on Sub-Saharan Africa Geopolitics
22 january 2019

In a partnership between the National Defense Institute (IDN), the International Studies Center (CEI) of ISCTE and the OBSERVARE of the Autonomous University of Lisbon (UAL), will be held, from 25 to 29 March 2019, at the IDN facilities, a course on Sub-Saharan Africa Geopolitics. This course uses the geopolitical analysis tool - space as a theater of operations - to understand Sub-Saharan Africa today, with a special focus on Portuguese-speaking African Countries and regional security structures. With a multidisciplinary approach, the course comprises fundamental questions of geopolitical activity in the region and is presented by specialized researchers.

Seminar "Europe and Migrations"
18 december 2018

On December 18, 2018, the Seminar "Europe and Migrations" was held in the Auditorium 1 of the National Defense Institute, with videoconference for the Autonomous Region of Madeira and the IDN Regional Delegation in Porto. The Seminar included a keynote speech and a panel; the keynote speech, under the theme "The securitization of migrations and their consequences", was delivered by Professor Constança Urbano de Sousa member of the National Republic Assembly, the panel, with the theme: "Migration flows: a challenge to contemporary societies", was attended by Dr. Vasco Malta, Professor Gonçalo Saraiva Martins and Professor Teresa Rodrigues. This Seminar was attended by a delegation of International Relations Students from the Lusíada University.

IDN promotes lecture on Humanitarian Law and Armed Forces in Matosinhos school
13 december 2018

On the occasion of the celebrations taking place during the 70th anniversary of the adoption of the Universal Declaration of Human Rights, a lecture on Humanitarian Law and Armed Forces was held on 13 December at João Gonçalves Zarco Secondary School, Matosinhos. The lecture was attended by 100 students of the 10th grade accompanied by 7 of their teachers in the area of Philosophy. The interest expressed by teachers and students regarding Security and Defense issues prospects new initiatives in this school during the current school year.

Seminar "Gas Geopolitics and the Future of the Euro-Russian Relationship on the Horizon of 2035"
06 december 2018

The National Defense Institute (IDN), in collaboration with the Portuguese Institute of International Relations of the Nova University of Lisbon (IPRI-UNL), held on December 6, 2018, between 10:00 am and 1:15 p.m., the International Seminar " Gas Geopolitics and the Future of the Euro-Russian Relationship on the Horizon of 2035 ".

The aim of this seminar was to present the results of the research project " Gas Geopolitics and the Future of the Euro-Russian relationship - Geo4Ger (FCT - PTDC / IVC-CPO / 1295/2014), which analyzed the complex Euro-Russian gas geopolitics relationship, having elaborated a set of scenarios for this relationship, over the next 20 years.

In a joint organization of several Core of Students of Political Science and International Relations of Portuguese Higher Education Institutions in partnership with the National Defense Institute (IDN), the IV IDN Seminar will be held on 22 and 23 November 2018. The Seminar will take place at the Faculty of Economics of the University of Coimbra (FEUC), in the city of Coimbra, for all students of higher education willing to apply.

Postgraduate Course on International Humanitarian Law and Human Rights in Conflict Situations

This course is a partnership between the Faculty of Law of the University of Lisbon (FDUL) and the National Defense Institute (IDN) and will take place between September 24, 2018 and February 25, 2019 according to the attached program , in the IDN in Lisbon and in the IDN delegation in Porto (by videoconference) and, if there are enough students in Coimbra (place to be designated).

The proliferation of armed conflicts has tested the application of humanitarian law and human rights regimes. The practical application of jus ad bellum too often, shows the limitations of the United Nations system with regard to the political control of the use of force by the Security Council. But it is the current limits of jus in bello that raise the greatest difficulties. The "classic" violations, each time more frequent, of the humanitarian law are accompanied by the inadequacies of the international legal framework in the monitoring of new technological realities such as the cyber-aggressions and the use of drones for the elimination of individualities and the destruction of assets. In contrast to this situation, several States have been given themselves an universal criminal jurisdiction to prosecute violations of humanitarian law, while the International Criminal Court has developed ambitious jurisprudence regarding the various types of criminal offense that are part of the Rome Statute.

This course is intended to fill a formation gap of lawyers, diplomats, technicians from non-governmental organizations, military personnel and police forces involved in international missions in areas of armed conflicts. Also, journalists, civil protection technicians and members of rescue teams accompanying situations of armed conflicts may benefit from the formation provided by the Course.

Course of Advanced Studies on Geopolitics (IDN-UAL)

This course will take place between November 7, 2018 and April 24, 2019. It is a partnership between the Autónoma University of Lisbon (UAL) and the National Defense Institute (IDN) and aims to:

- provide information and reflection on the conceptual, theoretical and methodological framework of Geopolitics, from classical thinking to new approaches, and also including cartographic representation or the construction of scenarios and prospects;

- promote in-depth analysis of current geopolitical dynamics and interactions, particularly in global space and in certain regional areas (North, Central and South America, Middle East and North Africa, Sub-Saharan Africa, Asia-Pacific, Post-Soviet Space , Europe, Portugal);

- to develop an attitude of critical reflection on the central and diversified themes of the contemporary world in the perspective of geopolitics (Demography and Migration, Environment and Climate Change, Energy Resources, New Chinese Silk Road, Proliferation and Nuclear Counter proliferation in the case of Syria).

Following the commentators' speeches, a roundtable discussion period open to all guests was held.

Seminar "2035 - Four Scenarios for the European Union in a Turbulent World"

On 24 April, a seminar on the theme "2035 - Four Scenarios for the European Union in a Turbulent World" took place at the Institute of National Defence.

In a globalized, highly technological and unpredictable world, subject to multiple risks and threats, the development of skills associated with anticipating and creating scenarios becomes relevant.

In the first part of the seminar was presented a methodology to support the prospective and scenarios building.

In the second part, four scenarios were discussed, based on the crucial uncertainties identified in a macro-framework perspective and in the context of the European Union, as well as their impact on Portugal.

International Congress on World War I. Centenary of the Battle of La Lys

The International Congress of the First World War. Centennial of the Battle of La Lys, which took place in the Faculty of Human and Social Sciences of Fernando Pessoa University, Porto on April 9, 10 and 11, was hold in partnership with the National Defense Institute.

This Congress intended to mark the centenary of the participation of Portuguese Forces in the First World War. The meeting aimed to promote a critical reflection on the conditions of development of the First World conflict, calling for a multidisciplinary response on the History of Europe, Diplomatic and Military History, Political Science, International Relations and Communication Sciences, as well as a multidimensional vision about the motivations and implications of the conflict - political, strategic, ideological, operational, tactical, demographic, economic and human – both national and international.

Professor Michael Neiberg, United States Army War College, gave the opening conference of the seminar. The seminar will also featured the lectures of Professor António José Telo, Military Academy, and Professor Fernando Rosas, Institute of Contemporary History of the Nova University of Lisbon. Two panels completed the seminar program, in which lecturers Jose Antonio Sanchez Roman, Complutense University of Madrid, Teresa Nunes, Faculty of Letters of the University of Lisbon, Pedro Aires Oliveira, Faculty of Social Sciences and Humanities of the University of Lisbon , Bruno Reis, ISCTE-IUL and IDN, and António Paulo Duarte, IDN.

V Cybersecurity and Crisis Management in Cyberspace Course (CGCiber 2018)

The National Defense Institute (IDN), in partnership with the Military Academy, will hold in the academic year 2017/2018 the V Course on Cybersecurity and Crisis Management in Cyberspace.

The Cybersecurity and Crisis Management in Cyberspace Course aims to contribute to the awareness and training of middle and senior staff of State structures and civil society, as well as elements with potential for the performance of relevant functions in the future, to intervene on issues related to crisis situations in cyberspace.

The faculty of the course is composed of renowned National and International specialists in the various fields of knowledge related to the course themes. The Strategic Decision Exercise is carried out since the first edition of the course with the support of a team of Estonian experts.

The V Course on Cybersecurity and Crisis Management in Cyberspace begins on April 3 and takes place in five (5) modules, each lasting 1 day (6 hours), taking place at IDN's facilities in Lisbon (modules 1 to 4) and of the Military Academy in Amadora (module 5), subordinated to the subjects: "Global Perspective of Cyberspace", April 3; "Economy, Technology and Security": April 4; "Cybersecurity": April 5; "Cyberdefense": April 6; "Strategic Decision Exercise", April 23 or 24. Modules 1 to 4 of the Course may be attended in person at IDN's facilities in Lisbon or in Porto.

The admission requirements and the selection criteria can be found on the Course Applications page.

Applications are open from February 5 to February 23.

For the frequency of the Course is due the payment of single tip. In the present edition, for the individual auditors admitted, the value of 200 euros was set.

IV International Seminar on Transatlantic Security

The IV International Seminar on Transatlantic Security, a partnership between the National Defense Institute, the Portuguese Institute of International Relations of the Faculty of Social Sciences and Humanities of the Universidade Nova de Lisboa and the Luso-American Foundation for Development , was held on January 30th at the National Defense Institute.

The objective of the Seminar was to deepen reflection and debate on the current transatlantic security context. Keynote Speaker was Ambassador José Cutileiro, former Secretary General of the Western European Union. The seminar also included two panels: a first on the United States and the International Order, which had as lecturers Prof. Tarun Chhabra, The Brookings Institution, Prof. Carlos Gaspar, IDN & IPRI-NOVA and Prof. Doctor Vasco Rato, FLAD; a second on NATO the EU and the European Defense, which will have as lecturers Prof. Ian Lesser, The German Marshall Fund of the United States and Prof.  Isabel Ferreira Nunes, IDN.

The course is a partnership between ISCTE-IUL and the National Defense Institute (IDN). Its fundamental objective is to provide students with advanced training in the planning, analysis and evaluation of security and defense policies as public policies, familiarizing them with the national and international sociopolitical contexts in which they develop, as well as with processes, institutions and actors involved in its design and implementation.

In addition to theoretical-practical and seminar sessions, the course includes ample space for practical exercises in simulation and case studies, round tables and debates, as well as direct contact with institutions and actors of national security and defense through visits of study.

International Seminar on “International regimes in a globalized world”

On the 29th of November 2016, the National Defense Institute has organized an international seminar on “International regimes in a globalized world” with the purpose of assessing the convergent consequences and the transformative and stabilizing effects of international regimes. The event has reflected on the concept of international regimes and its current analytical and policy value and will examine three regimes, notably the impact of transnational threats on security regimes, on good governance, and the consequences of crises and conflicts on global mobility regimes. Course on Strategic Analysis, Geo-economics and Prospective

The National Defense Institute will hold the second edition of the "Course on Strategic Analysis, Geo-economics and Prospective" between October 20th 2016 and February 23rd 2017, at its Lisbon premises.

Education Framework on Security, Defense and Peace

The IDN, in close collaboration with the Direção-Geral da Educação (DGE) of the Education Ministry, as developed the “Education Framework on Security, Defense and Peace” (Referencial de Educação para a Segurança, a Defesa e a Paz). This education framework and other guiding documents constitute general guidelines on the multiple dimensions of citizenship aimed to educate and sensitize students in the education curriculum framework for Citizenship in Preschool and Primary and Secondary School to issues related to security, defense and peace.

Report on the International Seminar ‘The European Union Global Strategy’
10 march 2016

In June 2016 the European Council will take place and central issues on the international role of the European Union and the future of its foreign and european security policies will be discussed. On February 1, an international seminar on 'The European Global Strategy' was held at the National Defence Institute, focusing on the role of Europe in the world, on the current state of the european strategic partnerships, on the challenges to its foreign and security policies, on the ongoing crisis in the Middle East and North Africa and on the future of Common Security and Defence Policy. This seminar counted on the expertise of advisers to the office of the High Representative of the Union for Foreign Affairs and Security Policy and national and foreign experts from the best european think tanks.

"The terrorist threat and European security"

On the 29th of February, from 14:30, the National Defence Institute has conducted a seminar on "The terrorist threat and European security."

This seminar aimed to promote an open and plural debate on what is today perceived to be one of the greatest threats to European security. Keynote speakers were:Ambassador Jean-François Blarel, French Ambassador to Portugal, and Professor Fernando Reinares, Director of the Program on Global Terrorism from the Royal Elcano Institute,who has addressed the theme 'The Paris attacks and the evolution of the terrorist threat to Europe'.

The seminar also included two panels: the first on the terrorist threat in Western Europe, which has had as speakers Dr. Bernardo Pires de Lima, IPRI-NOVA, and Colonel Duarte Costa, Chief of Staff of the Army Operational Comand ; the second, on the war in Syria, with speakers Professor Ana Santos Pinto, IPRI-NOVA and IDN, and Professor Bruno Cardoso Reis, ICS and IDN.

"The European Union and the Refugee Crisis"

21 october 2015

The Institute of National Defence, in partnership with the Portuguese Institute of International Relations, Faculty of Social Sciences and Humanities of the New University of Lisbon, has organised on 19 October a Seminar entitled "The EU and the Refugee Crisis". The Seminar’s objective was to promote an open and plural debate on what is considered to be one of the major challenges facing the European Union today. The Seminar started with an opening conference, followed by two panels that addressed the refugee crisis and the civil wars in Syria, Iraq and Libya.

Second edition of the International Seminar on Transatlantic Security

The National Defence Institute (IDN), in partnership with the Portuguese Institute of International Relations of the New University of Lisbon (IPRI-UNL) and the Luso-American Development Foundation (FLAD), has organized on 23 June 2015 the second edition of the International Seminar on Transatlantic Security, held at IDN's Auditorium 1 in Lisbon, and at IDN Porto through video teleconference.

The Seminar’s aim was to promote an intellectual, political and public debate on the security issues affecting the transatlantic relations. It was organized in four panels that addressed the crisis in Ukraine, the war in Syria and Iraq, NATO-EU relations and the security dynamics in the South Atlantic.
