Will begin in January 2015, the “I POST-GRADUATE COURSE IN LAW OF THE NATIONAL DEFENSE: national Law, international and European Law, public procurement and entrepreneur activity”. The course is organized by the Institute for Legal and Political Sciences, the European Institute, the Institute for Financial Economic Tax Law FDL and has as an Institutional Partner the National Defense Institute (program attached)..

The course aims to address a wide and varied range of areas in order to allow being acquired a global knowledge on the Law of National Defense. It covers, first, the general subjects of constitutional and administrative law, including those related to the Strategic Concept of National Defense, to the organization of the Armed Forces and to the justice and military discipline and respective litigation. Equally will be discussed, issues such as military infrastructure programming, state secret and the classification of documents, military usage rights and the public domain.

Secondly, it will focus the economic, financial and tax areas related to the defense, covering matters of public finances, state aids, compensatory measures and taxes. Thirdly, International Law and of the international organizations in the area of defense will be subject to special attention, including matters such as those related to the European Security and Defense Policy, NATO, the use of force and lawful defense, Peacekeeping operations, military-technical cooperation and bilateral agreements. Fourthly and finally, a special part of the course will be devoted to public procurement and access to and exercise of entrepreneurship activities in the area of defense, as well as the licensing and administrative permissions needed for export and import in this domain.

Resulting from the institutional partnership with the National Defense Institute, the course will include conducting a series of roundtables of great interest, in which students will be granted access to researchers, stakeholders and actors in the field of the national defense policy, thus enabling a valuable complementarity between the legal approach and the contact with other prospects.
