​​​​​​​​​​​​​​​In the development of its vocation as a centre of strategic thought production and training for security and defence issues, IDN organizes the "Security and Defence Intensive Course" (CISEDE) every year.

This course is intensive and aims to contribute to the awareness and training of leaders, senior and middle management of State structures and civil society, as well as of elements with potential to perform relevant functions in the future, able to intervene in matters related to national security and defence in a comprehensive and integrated sense. It is also intended that the course promotes an important career enhancement for the knowledge and information it provides, also promoting group spirit and contributing to a future better sectoral articulation among decision makers.

The first editions of the Course in the Autonomous Regions took place in the academic years 2009-2010 and 2010-2011, respectively in the Azores and Madeira.

To the auditors, the following is provided:

  •  Broad information and space for reflection and debate on national security and defence issues;
  • Up-to-date contact with national and international realities;

  • Exchange of ideas arising from the diversity of academic backgrounds and professional experience of participants.


The National Defense Institute is holding, with the high sponsorship of the Regional Government of the Azores, in the academic year 2021/2022, the seventh edition of the Intensive Security and Defense Course (CISEDE) in the Autonomous Region of the Azores, taking place in a hybrid way, in person at the Amphitheater of the Regional Civil Engineering Laboratory, in Ponta Delgada and, simultaneously, in an online synchronous Distance Learning (EAD) environment, through the Cisco Webex platform, for the entire Autonomous Region of the Azores.

This course, free of charge for auditors, has the nature of an intensive course and aims to contribute to the training of citizens, informed, sensitized and thus better able to intervene in issues related to national and international security and defence in a comprehensive and integrated sense.

CISEDE-A consists of 3 modules, with the 1st and 2nd modules lasting three mornings or afternoons and the 3rd module lasting five mornings or afternoons, subordinated, respectively, to the following themes: " The General Framework for Security and Defense", "The National Defense Policy" and "The Regional Reality in the field of Security and Defense". The 1st module of the course took place between 15 and 18 November 2021 and was attended by 44 auditors. The 2nd module of the course took place between the 22nd and 25th of February 2022 and included the holding of a seminar dedicated to the topic of strategic competition in the Atlantic, within the scope of a partnership between the Atlantic Centre, the Instituto da Defesa Nacional and the University of the Azores.

The current context of a pandemic, requires the articulation of all procedures to ensure the safe completion of the course, which will maintain the possibility of activating an alternative plan with the execution of the activities programmed for Module 2 and Module 3 in an online environment distance Learning (EAD), a possibility foreseen at the launch of the course.​

Module 3 of the course, "Regional Reality in the Field of Security and Defense, " will occur between March 28 and April 1, 2022 (program attached).

. To promote in-depth knowledge of the main security and defence aspects at national and international levels;

. Promote training for a culture of Security and Defense, from a strategic perspective, to enable auditors with a fuller and more effective civic awareness;

. To enhance civil society's understanding of Security and Defense issues to contribute to a more sustained political decision;

  • Develop analytical and critical skills that enhance:
  • Active participation in the production of security through the involvement of citizens;
  • The development of scientific and/or professional skills.​

​​​ CISEDE has a modular format, with three modules in its plan, the first two lasting three mornings or afternoons and the third lasting five mornings or afternoons and subordinated to the following themes:

  • "The General Framework for Security and Defense";
  • "The National Defense Policy";
  • "The Regional Reality in the field of Security and Defense".

Each CISEDE module comprises conferences and debates on security and defence issues.

CISEDE is primarily aimed at the universe of Portuguese citizens residing in the Autonomous Regions and who meet the general selection criteria. There is only one course per year, alternately between the Autonomous Region of the Azores and the Autonomous Region of Madeira.​​​

General criteria

  • Citizens who meet the following criteria can be admitted to CISEDE:
  • Hold a degree or higher degree, without prejudice to the fact that, by decision of the IDN Board, candidates are admitted whose professional profile guarantees sufficient qualification for their attendance;
  • To perform functions for which the objectives of the course are considered of high interest;
  • Possess professional experience and other relevant curricular aspects that ensure the dissemination of strategic security and defence culture.


Special criteria (individual applications)

  • The quality of the academic and/or professional curriculum;
  • The origin of socio-professional groups is considered a priority.​

​The period for submitting individual applications to attend CISEDE usually occurs in September and October of each year.

Individual

National and foreign citizens, managers, senior or middle management of the State and Civil Society structures, or other citizens whose academic or professional qualifications guarantee sufficient qualification for their attendance can apply for the course.

Citizens of Portuguese-speaking countries (CPLP) and other foreign citizens who meet the admission requirements can also apply for the course.

Individual applications are formalized, within the defined application period, by completing the electronic form available on this website and submitting the following documents:

  • Curriculum synthesis / Curriculum Vitae must be in Portuguese (maximum 1 A4 page);
  • Copy of certificate(s) of qualifications;
  • Passport photography, current and in colour.


Institutional

The IDN annually invites central, regional or local administration bodies, the Armed Forces, the Security Forces and Services, and entities representing civil society to designate employees to attend its courses.

Institutional applications are made by designating the entities with places allocated in each course edition.

Institutional applications are formalized, within the defined application period, by completing the electronic form available on this website and submitting the following documents:


  • Nomination letter by the competent body according to the defined vacancy;
  • ​Curriculum summary / Curriculum Vitae must be in Portuguese (maximum 1 A4 page);
  • Copy of certificate(s) of qualifications;
  • Passport photography, current and in colour.

In designating the holder of the institutional vacancy, it is up to the respective entities to ensure that the candidate meets the requirements established for admission to the Course.


Applications will not be accepted if:

  • Are not adequately instructed (ex: lack of documents);​
  • Do not meet the admission criteria.

The presentation of any required documentation after the stipulated deadline also determines the non-acceptance of the application.

Individual applications are considered by a Selection Committee appointed by the IDN Director.​

Candidates will be informed about their admission to the course by email.​
