​​​​​​​The purpose of the Civil Crisis Management Course (CGCC) is to contribute to the awareness and training of middle and senior management of State structures and civil society, as well as of elements with potential to perform relevant functions in the future, enabling them to intervene in crisis-related issues in multilateral environments.

​​The CGCC aims to contribute to the awareness and training of middle and senior managers of State and civil society structures and elements with the potential to perform relevant functions in the future, enabling them to intervene in issues related to crises in multilateral environments.

The CGCC is based on an integrated and global approach that addresses the complex crisis management issue, including the characterization of conflicts, the instruments and skills needed in crisis management, and decision-making and planning processes, particularly in prominent international organizations and other actors with an essential role in crisis situations.​

The CGCC has a modular format with three modules.​



• Promoting knowledge and enlightened reflection on civilian crisis management in the field of security and defence;

• Raise auditors' awareness of the broad concept of security that, in the current external environment, continuing to integrate the traditional objectives of the State, the defence of territory and sovereignty, presents a global view of the evolution of the focuses of international insecurity and the crises that arise from them take place, focusing on their prevention and limitation;

• Promoting knowledge for the performance of future roles of responsibility in the planning and conduct of actions related to civil crisis management within the scope of the European Union, the North Atlantic Treaty Organization and the United Nations;

• Develop analytical and critical skills that enhance:

      - Active participation in the production of security through the involvement of citizens;

      - The development of scientific and/or professional skills;​

• Provide mutual contact between auditors with different academic backgrounds, experiences and professional areas, in areas of interest for civilian crisis management.​


Course Structure

The XIII Civil Crisis Management Course 2022, organized by the IDN, is developed in three modules, subordinated to the following themes:

  • Module 1 - "The European Union and Civil Crisis Management", from March 28 to April 1, 2022: initially focuses on the scope and capabilities of the European Union's Crisis Management, within the framework of the CSDP, followed later by more specific aspects related to the crisis management process and operations planning and its instruments.

  • Module 2 - "Crisis, European bodies and their interlocutors", from 26 to April 29 2022​: focuses on the European Union (EU) approach to crisis management, presenting the implications of the Lisbon Treaty and the EU's relations with International Organizations and Non-Governmental Organizations (NGOs), exposing aspects related to the security and development nexus, in fragile frameworks, and to humanitarian aid in crisis situations, and concluding with the role of the EU as a promoter of international security.

  • Module 3 - "Planning a crisis management operation within the European Union", from 16 to May 20 2022: focuses on carrying out an Application Exercise, which contributes to the course's objectives and to contact with some fundamental EU crisis management structures, procedures and consultation actions. The context is a crisis management operation in a fictitious situation that requires a rapid response, including its planning, decision-making and control processes of crises using civil and military instruments.

Functioning 

  • Application period – Runs from January 10 to February 11, 2022, with a phase reserved for submitting applications and a second phase for the selection and appointment process of auditors. 

  • Course duration- the course is divided into three one-week modules over three months, predictably, between March and May. The works are developed, each week, over six periods in the morning (from 9:30 am to 12:45 pm) for the first two modules and in the morning and afternoon (from 9:30 am to 12:45 pm and from 2:00 pm to 4:00 pm). 

  • Location - The Course will predictably take place in person, subject to the health conditions that the pandemic situation determines. The sessions will occur at the IDN premises in Lisbon and the IDN premises in Porto. 

  • Associated costs - To attend the course, a single fee fixed at €200 is due.​



National and foreign citizens who are part of the intermediate, superior and managerial staff of State and Civil Society structures, or other citizens whose academic or professional qualifications guarantee sufficient qualification for their attendance.
Citizens of Portuguese-speaking countries (CPLP) and other foreign citizens who meet the admission requirements can also apply for the CGCC.​

Admission to the CGCC includes general requirements and particular admission criteria.

General criteria

  • Hold a degree or higher degree without prejudice to the fact that, by decision of the IDN Directorate, candidates are admitted whose professional profile guarantees sufficient qualification for their attendance.
  • Performance of functions for which the course's objectives are considered of high interest or professional or academic path ensures the dissemination of a strategic culture of security and defence.

Special criteria

Special criteria are defined annually by the IDN Director.​

Access routes to the Course and Admission Requirements

There are two ways to access the course: institutional designation and individual application.

Admission to the CGCC includes general requirements and special admission criteria.

The general requirements are:

a) Hold a degree or higher degree, without prejudice to the fact that, by decision of the IDN Directorate, candidates are admitted whose professional profile guarantees sufficient qualification for their attendance;

b) Performance of functions for which the course's objectives are considered of high interest or professional or academic path that ensures the dissemination of a strategic culture of security and defence.

Special criteria are defined annually by the IDN Director.

Individual Candidates

The Individual Application Requirements are as follows:

1. You can apply for the CGCC:

National and foreign citizens who are part of senior management and leaders of State and Civil Society structures, or other citizens whose academic or professional qualifications provide sufficient guarantees for their attendance;

2. Citizens from Portuguese-speaking countries (CPLP) and other foreign citizens who meet the admission requirements may also apply for the CGCC;

3. Candidates for the frequency referred to in number 2 will be admitted to the quota for foreigners fixed annually by the Director of the IDN.

4. Candidates to attend the CGCC must meet the general admission requirements expressed in the regulation.

Individual applications are formalized upon submission of the following documents:

  • Curriculum summary sheet for application within the deadline, terms and conditions published annually;
  • Curriculum vitae;
  • Copy of qualification certificates;
  • Passport photography, current and in colour.

Individual applications are considered by a Selection Committee, appointed annually by the Director of the IDN.


Institutional Applications

Institutional applications to attend the Civil Crisis Management Course are made by designating the entities with places allocated in each course edition. Institutional vacancies are distributed by the Ministries and other bodies of central, regional or local administration and entities representing civil society.

Institutional applications are formalized through the following documents:​

  • Nomination letter by the competent body according to the defined vacancy;
  • Curriculum vitae;
  • Duly completed application curriculum summary form;
  • Copy of qualification certificates;
  • Passport photography, current and in colour.

In designating the holder of the institutional vacancy, it is up to the respective entities to ensure that the candidate meets the requirements established for admission to the Course.

Applications (individual and institutional) will only be considered if they include all the documents indicated.
