Organized by the National Defence Institute and within the scope of the Portuguese presidency of the 5+5 initiative, the second module of the HiHigh-Levelourse of the 5+5 Initiative Defence College took place between 6 and 7 June 2023, under the theme “Water stress in the Western Mediterranean: a factor multiplying security risks” which had the participation of 12 Auditors from 7 of the ten countries of the 5+5 Initiative. Representatives from Algeria, France, Libya, Morocco, Portugal, Spain, and Tunisia were present. This module was a continuation of the first module under the responsibility of Libya, which took place in May in Tripoli.
During the work of the course that has now ended, the Auditors discussed and elected 5 proposals/suggestions to mitigate problems common to the constituent countries of the 5+5 space on water resources management, in the sense of being the target of a possible investigation or of being presented to superiors political decision.
