On February 23rd, the National Defence Institute organizes an International Conference in Lisbon on the theme "Hybrid Threats – Combating Complexity in an Interconnected World".

In an era marked by profound geopolitical uncertainty and rapid technological change, security challenges have become increasingly complex, interconnected, and difficult to attribute. Hybrid threats blend military and non-military means, state and non-state actors, conventional and unconventional tools and target governmental structures, the armed forces and the cohesion of societies.

This conference brings together senior military leaders and national and international experts to examine how hybrid activities are reshaping the contemporary security environment. Through a multidisciplinary lens, the conference will explore foreign interference, disinformation, governance challenges, and the protection of critical infrastructures, as well as the organizational and strategic adaptations required to enhance collective resilience.​
