The international conference 'Hybrid Threats – Countering Complexity in an Interconnected World' took place on February 23rd at the National Defence Institute (IDN) in Lisbon.

Following the opening session by the Director of the IDN, Professor Isabel Ferreira Nunes, the Commander of the Land Forces, Lieutenant General Rui Ferreira in representation of the Chief of Staff of the Army, delivered the keynote address on the challenges posed by Hybrid Threats.

The panel on 'Governance Challenges in Countering Hybrid Threats' addressed the following topics: 'European Governance and Hybrid Threats', 'Critical Infrastructures: the Role of Strategic Intelligence', 'Hybrid Threats and Digital Frameworks', and 'Military Adaptation, Innovation, and Organizational Change'. The final intervention focused on 'Foreign Interference and Future Perspectives'.

The event, which featured Portuguese and international experts in the field, provided a debate on operational and governance challenges, testing our ability to coordinate across sectors while upholding democratic accountability and the rule of law.​
